Hong Kong black travel alert to the Philippines; Fair enough?

The Hong Kong government has issued a black travel alert to the Republic of the Philippines. An alert encouraging their people not to travel in the Philippines. This travel ban was made by the HK government due to the Manila hostage Crisis last Aug 23 2010.  One Year later 2011 RP is still under the black travel alert from HK government. RP government urges HK government to at least lower the travel ban because RP tourism has lost 12 million already and thats big! 

The Philippines is not the only country that Hong Kong Government issued a black travel alert. Along with the Philippines, Syria ( a country that experiences today a rally-war against its government)  has a the same travel alert that the Philippines has from Hong Kong Government. 

The question now is; Is it really fair that Philippines and Syria are in equal labeling in terms of travel ban? If the  two countries are being compared if we talk about peace and orderliness; The Philippines are way better compare to Syria; Where Syrian government are killing protesters. Thousand Syrians are on the march and more demonstration and rebellion against the Syrian government are happening up to this date.  

To Hong Kong government; is it fair enough that our country Philippines are being labeled same as with the Syria to have a black travel alert?

To the Philippine Government; What actions were done in order to prove HK government that our country is a peaceful country to travel and that Manila Hostage Crisis was just an isolated incident ( though we Filipinos mourned together with the HK nationals as well)


In your own opinion, Is it fair Enough to the Philippines to be labeled same as Syria to have a black travel alert from Hong Kong?
